Other bills vetoed by Chafee on Wednesday would have let municipalities raise taxes on low-income, government-subsidized housing, and increased required public-reporting by the states quasi-public agencies. Chafee did not heed all calls for a veto. For example, he rejected pleas from the states auto insurers to veto a bill telling them when they can and cannot declare a damaged vehicle a total loss, that was a priority of the states politically connected auto-body shop industry. (Leading the industrys fight again this year was the sister/law partner of the former senior deputy majority leader in the House.) Sponsored by Rep. Arthur Corvese, D-North Providence, the new law prohibits an insurer from declaring a motor vehicle a total loss if the cost to restore the vehicle is less than 75 percent of its fair market value before it was damaged. The only exception would be if the owner gives the OK to say the vehicle is totaled.

In 2009, the FDA released results of a study on two kinds of e-cigarettes, reporting the presence of small levels of several toxins in the cartridges. For example, one sample contained 1% diethylene glycol, a component of antifreeze. But thus far, no studies have shown that large amounts of dangerous chemicals are released into the air, says Dr. Michael Siegel, a professor at the Boston University School of Public Health. “Unlike tobacco smoke, the vapor dissipates very quickly,” he says. “It looks like it’s probably very minor risk.” However, there is a social risk, Bialous points out, in that vapers drawing on stick-like objects and puffing out a smoke-like substance looks a lot like smokers, and may serve to normalize the habit again.

Electronic cigarettes: No smoking, but lots of fuming

Can electronic cigarettes help smokers kick the traditional habit?

I know of 12 people that quit smoking and started vaping. It has saved there life. Encluding mine. To make such a quick connection between cigarettes and ecigarettes is irresponsible especially someone in Mrs Deering position. I do not vape in close proximity of others without there permission. If I was next to Mrs deering in that train I wonder if this report would be different?
